Further Development of the Peer Review Process for Quality Assurance in Sociomedical Assessments of Applications for Reduced Earning Capacity Submitted to the German Pension Insurance - PREMpro
Background
Quality assurance in socio-medical assessments is a key responsibility of the German Pension Insurance (DRV). Since 2014, the quality of socio-medical assessments has been reviewed through a cross-agency peer review process conducted by DRV physicians with expertise in socio-medicine (“peers”). The checklist of review questions used to date, as well as the associated evaluation system, are to be further developed to make optimal use of available resources.
Methods
The revision follows a formative evaluation approach. The focus is on three aspects of change: (1) the number of review questions and the deficiency assessment scheme for (2) the individual criteria, as well as for (3) the overarching quality criterion. Quantitative methods (e.g., retrospective analysis of review results) and qualitative methods (e.g., expert interviews) will be employed and cycled through to develop simplified review questions, verify them, and coordinate them with a DRV stakeholder committee.
